1. General Terms and Conditions

These are the terms and conditions (“T&Cs”) that shall govern the access and use of the products and services of AllEasy including the AllEasy App and the services associated with it (collectively referred as the “Service”). Hence, we highly recommend that you read these T&Cs before you open an account with us. By registering with us through the AllEasy App, you accept and agree to be legally bound by these T&Cs.

These T&Cs shall be effective from the time you register using the AllEasy App and will continue to exist until your registration is terminated by you or us, except for those provisions that shall remain effective after the termination as required by our policies, laws and regulations.

We reserve the right to change and modify these T&Cs at any time without prior notice. Notwithstanding your lack of notice and knowledge, any amendments to these T&Cs shall be effective immediately upon posting on this page with a new effective date. Therefore, we encourage you to visit this page from time to time so that you are aware of any modifications made to the T&Cs. In addition to your assent to these T&Cs, your registration in the AllEasy App shall signify your agreement to the modified T&Cs to be made in the future.

Any references to the terms, “AllEasy”, “we”, “us” and “our” refer to Primepay, Inc.*, along with its employees, officers, directors, successors and assigns. Reference to words, “you” and “your” refer to Users of the Service.

2. Definitions of Terms

Terms and definitions appearing in these T&Cs shall have the meanings ascribed to them below.

  • “AllEasy App” refers to the AllEasy Service application running on mobile devices where Users can access and use the Service.
  • “AllEasy Wallet” refers to the electronic instrument in the AllEasy App where Users can store money in Philippine Peso.
  • “Biller” refers to a company that accepts payment from Users using the AllEasy App.
  • “Loading Center” refers to a business establishment where Users can load their AllEasy Wallet.
  • “Merchant” refers to a business establishment authorized to accept payments for the purchase of goods and services using the Service.
  • “AllEasy” refers to Primepay, Inc.*
  • “User” refers to any person that registers in AllEasy App and uses the Service.

3. Registration for AllEasy Wallet

  • Registration shall be done through the AllEasy App. When you register with us for the opening of AllEasy Wallet, you are required to provide us with certain information including, but not limited to your, complete name, address, date of birth, nationality and identity documents. The information that we will require from you are the information that will enable us to verify your true identity. We reserve the right to ask additional details and/or documents from you to further help us in authenticating your identity.
  • In case you fail to provide us the necessary information and/or documents as required by us, you will not be able to register with us and open an AllEasy Wallet.
  • The AllEasy Wallet is a reloadable electronic instrument where you can store money. It is not a deposit account and not covered by the Philippine Deposit Insurance Corporation. It does not earn interest. Nevertheless, it is subject to the rules and regulations of the Bangko Sentral ng Pilipinas, the Anti-Money Laundering Act, as amended, its Implementing Rules and Regulations, the Data Privacy Act of 2012 and its Implementing Rules and Regulations. The amount loaded and stored in the AllEasy Wallet may be used to (a) pay bills with Billers, (b) purchase goods and services from Merchants through quick-response or QR code scan payment method of the AllEasy App and (c) buy airtime load.
  • Users may register and open several AllEasy Wallets with us provided that different email address and cellphone number are provided for each account.

4. LOADING OF ALLEASY WALLET

You may load Philippine Peso value into your AllEasy Wallet through our (a) partner banks or (b) Loading Centers. If you wish to load your AllEasy Wallet through our partner banks, you may do so by transferring money through the facilities of the banks based on the requirements provided by the banks. In case you decide to load your AllEasy Wallet through our Loading Centers, you will have to give an account number and name (which we will provide in the Frequently Asked Questions) and corresponding cash to the Loading Centers. A list of our partner banks and Loading Centers are listed in Annexes “A” and “B”, respectively.

5. PAYMENT OF BILLS

  • You may pay your bills using the AllEasy App. In paying your bill, look for the Biller you wish to pay from the list of Billers in AllEasy App and enter the amount you wish to pay. After you entered the amount, click the ‘Submit’ button. A note shall appear on the AllEasy App indicating that the transaction has been successfully completed. An SMS shall likewise be sent to you on the transaction.
  • It shall be the Billers’ responsibility to issue the official receipts to you. We shall not be liable for any dispute in respect of the accuracy of the billing statements generated and sent to you by the Billers. Concerns on this matter shall be directly coursed through the Billers.
  • We reserve the right not to process your transaction in case the transaction is determined by us to be not in accordance with these T&Cs, the transaction is deemed spurious or suspicious, or done by a person other than the User.

6. PURCHASE OF GOODS AND SERVICES

  • You may use your money loaded and stored in your AllEasy Wallet to purchase goods and services from our accredited Merchants. You may check the AllEasy App to see a list of our accredited Merchants. This list may be updated from time to time.
  • Purchase of goods and services may be done through online or in-store payments.

For online payments, Users shall choose the AllEasy option among the payment channels listed in the website or application of the accredited Merchants. After Users have chosen the AllEasy option, you shall scan the QR code assigned to the accredited Merchant and encode the amount corresponding to the transaction value. A reference number shall be generated to indicate that your transaction has been successfully processed. Users can also choose AllEasy as a payment channel to accredited websites by signing in to their AllEasy account upon checkout. Username and password of their AllEasy account must be provided to sign in.

For in-store payments, Users must go to the designated counters of the accredited Merchants to scan the QR code assigned to the accredited Merchant. Once the QR code is captured by AllEasy App, Users will be asked to encode the amount that Users wish to transfer from their AllEasy Wallet to the Merchant. Kindly ensure that the correct amount is encoded before you click the ‘Submit’ button. When you click the ‘Submit’ button, a message will be shown in your AllEasy App that the transaction has been successfully completed. An SMS shall also be sent to your registered cellphone number indicating that the transaction has been concluded. Both our communication on the transaction in the AllEasy App and SMS shall include a reference number to serve as your guide on the transaction.

In case you have encoded an amount lesser than the value of the goods and/or services purchased, you may enter another transaction encoding the difference in value. On the other hand, if you have inputted an amount higher than the value of the goods and/or services purchased, you may seek for a refund of the excess amount by contacting us at any of the following:**

However, the refund shall be subject to our review. You will receive a reply from us on the result of our examination of your request. If we determine that you are eligible for refund, we shall credit the excess amount to your AllEasy Wallet.

  • We will not be responsible for issuing official receipts to you. It is the obligation of the Merchants to issue the official receipts. We shall also not be liable for any damage, loss or dispute relating to the goods purchased or service availed from the Merchants.
  • We reserve the right not to process your transaction in case the transaction is determined by us to be not in accordance with these T&Cs or the transaction is deemed spurious or suspicious, or done by a person other than the User.

7. BUYING OF AIRTIME LOAD

You may use the value stored in your AllEasy Wallet to purchase airtime load. Once you’ve inputted the necessary details such as the cellphone number to which the airtime load shall be credited and confirmed them, the transaction shall be deemed final. Any correction to, or reversal to, the transaction shall not be allowed. Hence, you shall ensure that the details you have provided are correct before finalizing the transaction.

8. WALLET LIMIT

  • The amount that can be loaded to your AllEasy Wallet may be changed by AllEasy pursuant to applicable laws. We shall give you notice ten (10) days before we implement the change on the amount limit.
  • While you may open several AllEasy Wallets with us, the maximum limit on the amount of value that can be loaded shall be imposed on a per user basis. Hence, the value of each AllEasy Wallet of the Users shall be aggregated to determine compliance with the maximum limit.

9. LOYALTY/REWARDS PROGRAM

We may launch any loyalty/rewards program in the AllEasy App. The rights and obligations of the Users and AllEasy shall be governed by separate terms and conditions specific to the loyalty/rewards program.

10. FEES

Your transactions with us through the AllEasy App shall be subject to the fees listed in Annex “C”. These fees shall be subject to changes. We shall send you notice ten (10) days before we implement the new fees.

11. DEACTIVATION OF ACCOUNT

  • Users who want to delete their accounts must contact AllEasy to request deactivation.

  • We have the right to terminate your registration with us and close your account in the event it is determined that you have failed to comply with any of the T&Cs.
  • In the event that your account has not been used for six (6) months, we shall have the right to terminate your registration with us.

12. USER REPRESENTATIONS AND WARRANTIES

  • For individual Users, you represent that you are at least seven (7) years of age and that you have the necessary capabilities and competence to comprehend the arrangement you are entering with us and therefore legally bind yourself to any obligations resulting from these T&Cs.
  • If the User is a business entity, you warrant that you are duly organized under applicable law and the persons accessing your AllEasy Wallet with us are duly authorized by you to open your AllEasy Wallet and transact the Service.

13. LIMITATION OF LIABILITY

  • AllEasy shall not be obligated to verify with User that the transaction being requested to be processed using the AllEasy App is the act of the User. It shall also not be liable to check that the transaction is in accordance with what is intended by the User.
  • In the event that User files an action against AllEasy in relation to the use of the AllEasy App, User agrees that AllEasy’s liability shall not exceed One Thousand Pesos (PhP1,000.00) or the amount of the damages actually suffered by the User, whichever is lower.

14. DATA PRIVACY

Your use of the AllEasy App including the collection and processing of your Personal Data shall be subject to our Privacy Policy.

15. VENUE OF LITIGATION

You consent to the exclusive jurisdiction and venue of the courts of Las Piñas City for any matter arising from the use of the AllEasy App.

16. NON-WAIVER OF RIGHTS

Failure, omission or delay on the part of AllEasy to exercise its rights or remedies under these T&Cs shall not operate as a waiver on our part.
